Honestly, for fleet operators I'd go hybrid — short 10-question survey (Typeform works well) to get quantitative data at scale, then follow up with 6-8 phone interviews with the most interesting respondents. Surveys alone tend to get surface-level answers from this audience since they're busy and skeptical of long forms. Offering a $50 Amazon card for the interviews dramatically improves response quality in my experience.
