What's the best way to test new packaging without a full launch?

For just two concepts, I'd skip conjoint — that's overkill here. Run a quick monadic test with ~200 respondents per cell (so 400 total) and measure purchase intent, shelf standout, and brand fit. Platforms like Suzy or Zappi can turn this around in 48 hours and give you clean directional data before you commit.
