Honestly, capability tier tends to be the most actionable starting point — prime vs. sub-tier splits the market more meaningfully than contract size alone. I'd layer in clearance level and domain specialization (cyber, aerospace, logistics, etc.) as secondary cuts. Contract size is useful but can be misleading since a small firm can punch way above its weight in niche areas.
