In my experience it's almost never just one person — you're typically looking at a buying committee of 3-5 people. Floor managers or engineers usually drive the spec requirements, but procurement controls the budget and final sign-off often sits with a plant or ops director. I'd map the DMU (Decision Making Unit) through stakeholder interviews first, then validate with a survey that asks respondents to self-report their role in the last major equipment purchase.
